Trouble with downloading hair for The Sims 2 pc game!?

I use modthesims2.com to download hair and I made 100% sure that I had the mesh. The hair doesn't even show up in the game, so please correct, take away, or add any steps that I should do because nothing is working!

What I did was: [My Documents/EAGames/TheSims2/Downloads] ["Detailed" View, WinRAR and/or zip files] ]

1.)Downloaded mesh. 2.)Downloaded hair. 3.)Dragged mesh file onto the file maid. 4.)Dragged hair onto the file maid. 5.)Right-clicked the mesh file 6.)Clicked "Extract files..." 7.)A window popped up. 8.)I clicked OK. 9.)Back in the downloads folder, a File Folder popped up below it. 10.)Dragged the file folder onto the file maid. 11.)Closed everything off. 12.)Went on The Sims 2 to Create A Family. I check the hair section and it wasn't there!!! I'm able to use custom content, by the way. I clicked the snowflake icon thing and there were only 2 social bunny heads. What am I doing wrong?
